It seems that Russia is planning discharge of the 45% of the current residents of psychoneurological residential facilities. They will be transferred to home care, to supported living or to the families that will take care of them. At least this is what the Minister of Healthcare and Social Affairs Mr. Topilin said. According to the statistics Russia has 155 000 persons in the residential mental health facilities (600 facilities in total) , and out of them 112 000 persons are legally incapacitated. Workers of the social and medical services as well as volunteer activists are worried that such a transfer is not realistic without the community services support and proper rehabilitation and will cause deaths of people. Some experts say that such a reform is caused by the desire to decrease healthcare expenses and not by the real desire to help people. The article with more details is available in Russian.
